The All is the multiversal entity who owns the multiverse as a whole. The All is a symbolic representation of the creators of the comics.

In-universe, the All was created from the heat of the multiversal blow. Hours after the multiverse formed, he did. Immediately, he created a shell, and then the events and nouns of the universes, scattered across the multiverse.
